It might look like a caboose, but a flanger is actually equipment used in maintenance of way (MOW) operations. Behind the two trucks, you can see what looks like a small snowplow. This is to dig in between the rails, where the flanges of the wheels would go, and dig out the snow and ice that builds up in there, to prevent potential derailment.
