CP 2816 Air and Water Pump
The double-barrel-looking device on the left is the air compressor, which provides power for brakes and blowers. The gold-plated device on the right is the Elesco feed pump, which pumps water from the tender into the boiler (not all steam locomotives had one of these, some used steam venturi systems).
